The planned introduction of Home Information Packs on 1st June was thrown into doubt after a damming report was produced by the House of Lords last week. Peers question whether the packs would meet the Government's aim of making homebuying easier and said that the packs may be and inappropriate way of implementing European Union Legislation.
The House of Lords select committee has stated that it had "rarely seen such widespread opposition from proposals set out in secondary legislation" and said that the key component of the packs, an energy performance certificate, may not be appropriate way of implementing EU legislation. The EU requires energy performance certificates to be renewed every 10 years and as this certificate would be included in every home information pack, there is an indication that this many ratings would be updated much more often than this.
So, if MPs vote against the pack regulations after this debate, the Government will be forced to throw out the proposal completely.
